It matters little who is president or who a given president puts in charge of a given part of the bureaucracy. those people come and go every few years. The bureaucrats are there for the long term. The senior bureaucrats in each agency are the ones who are really in charge. The only way to beat them is to defund them or totally close departments and/or agencies.
